iCODE: A methodology of the digital age civilization, for the management of diversity and population.

It is a system that can be used to administer the management of diversity and population. By applying electro-digital devices, we can be enabled to clinch the full potentials of our digital inclusivity in governance. It is to be driven by information technologies for generating connectivity between like minds, through their occupation, profession and physical location (places of abode/ work).

With iCODE matrix, we shall experience grass-root innovation for community networking through development parks and clusters, and other dimensions of horizontal and vertical lines, by creating communities of individuals who share same demand and supply needs, precinct by precinct.

It has matrices for regional governments (3/4 matrix), 3/12 matrix for government ministries, 12/12 matrix for government tiers and constituencies. With the iCODE matrices, we can establish institutions where each member of the working class citizens, employed or not, can belong to an institution formed by the different units of matrices at their immediate communities, up-to the regional levels of government. From the matrices, we can create local government councils and areas, state and federal constituencies and senatorial districts, states and regional governments. The institutions formed at the grass-root by the use of the matrix, will congregate as members of the civil society sector, to join the public and private sectors into building the societies.

iCODE will provide unique identity for individual citizens who are members of the labor force, and to government dimensions created using the matrix. Also, it will provide roles for the individuals and to the government dimensions being identified uniquely by the matrices. One key component of iCODE is basically to provide a standard measurement unit for the distribution of political and economic resources.

For the fact that the matrix is uniform and can spread nationwide to form the labor force (18-65yr), of which the majority of electorates belong to, we can derive equal number of population sizes for each government dimension.

With the matrices of iCODE, the state can allocate equal number of citizens for local government councils, local government areas, state and federal constituencies, senatorial districts and state governments.

The matrix table is scientifically designed to also tackle the complexity in the management of population. For example, a country with a labor force of one hundred and forty-four million (144,000,000) will produce one million units of 12/12 matrixes, as each matrix is formed by 144 persons, whereby each matrix can be identified as a local government council- the smallest political unit. So, in this case, we have equal number of citizens per local government council. That same way, with the matrix table, we can identify and derive equal population sizes in each government compartment.

This is one of the greatest challenges in the game of number variable in the distribution of resources, in fairness and for justice, equality and equity.

If any African country truly wants to develop, as they are currently being composed of multiple diversities, natural laws have to give way for universally accepted laws of life core values and civilization, in the establishment of its government.

The universal laws of life for establishing the foundational stones are most necessary for structuring our mindsets and societies, for the building of our institutions with the core values of life and civilization. The core values of civilization are derived from the core values of life. Core values of civilization by occupation/industry is derived by the core values of life by ethics, while core values of civilization by profession/ expertize is derived from the core values of life by codes of conduct.

With this methodology, a fresh governance structure can be obtainable by applying universal norms and standards such as Accountability, Justice, Rule of Law, Fairness, Equality, Equity, etcetera.

So far, the basis for creating government structures are by natural and human made laws, which are made up of those factors that divide us, such as tribe, ethnicity, language, religion, class, geographical boundaries, tradition, culture, race, etcetera. These are factors which determine how we create and form state governments, senatorial districts, constituencies, local government areas and councils.

Alternatively, with iCODE, the core values of life and civilization which are universally acceptable by all humans will be used to replace the mix of natural and human made laws into determining how we form government structures. This is core to the management of human diversity. With universal laws, we can create regional governments, state governments and arms of government.

Sectorism, an ideology for governance, can be used to bring the three key sectors of our societies together on a single template to pull together their ideas, innovations and resources for the building of the nations. They include; the public, private and civil society sectors. The ideology of this concept is basically for INCLUSIVE GOVERNANCE and that is the overall intention of iCODE.

With democracy, public-private partnership (PPP) obtains, thereby eliminating the civil society from the template of the state economic development. For me, the reason is partly to employ divisive factor by CLASS, to further separate the people and discourage inclusive growth and development. PPP eliminates the civil society from the state’s economic scheme, thereby abandoning the ordinary citizens. It’s a policy that is deliberately invented to avoid, neglect and ignore the masses.

Unfortunately, those in positions of leadership who have consideration for including the masses, have not been able to figure out how to include the people into the national economic template. This is where sectorism comes into play. With sectorism, we can include every member of the labor force in the country through the institutions formed for them to belong to the civil society sector using the 12/12 matrix at the immediate communities, to fall into the same template with the public and private sectors.

As a matter of fact, politics controls government processes, but economic development is the engine house of every civilization. For any society to prosper and survive, it must have strong economic base. The simple logic here is that when people are connected based on their relationship by industry and expertizes, economy will boom. In the same vein, when citizens are connected based on religion, of course they will develop their religious values, when on the basis of ethnicity, their ethnic values will surely be sustained. Nations reap what they sow for themselves. Social and economic emancipation is key to political stability.

Sectorism is the political ideology that can be operated by the iCODE methodology. The ideology for inclusive governance provides a common platform for the three key sectors to work effectively together for the building of the society. As the civil society joins the economic scheme, iCODE is to ensure that all members of the labor force are uniquely identified to join a civil society organization at their immediate communities, using its 12/12 matrix system.

On the template of sectorism, the three sectors are placed at the horizontal line separately, while the twelve core values of civilization by occupation/industry, are placed at the vertical line by ideological sequence to form thirty- six subsectors of government, where every member of the labor force can be found. The thirty-six subsectors are to become the ministries of government that will work at the different government tiers.
